Canadian security forces locked down the country's Parliament building in Ottawa Wednesday after "dozens of shots" were fired inside.

Police and witnesses say a gunman shot a Canadian soldier who was guarding the country's National War Memorial, then entered Parliament and fired shots.

An Ottawa hospital says it has received three victims from the shootings and that two are in stable condition.

Tony Zobi, a man who watched from his fourth-floor window above the National War Memorial as the shooting took place, says the shooter was a man dressed in black, with a kerchief over his nose and mouth.

He says the man used a rifle to shoot the honor guard, "point blank, twice."

Zobi says that the soldier "dropped to the ground," and that the shooter "kind of raised his arms in triumph holding the rifle."  He told the Canadian Press news agency that the gunman ran up the street toward Parliament Hill.

The Royal Canadian Mounted Police issued a warning for people in downtown Ottawa to stay clear of windows and rooftops.

The shooting happened shortly before 10:00 a.m. Eastern Time, just two days after a man with jihadist sympathies ran over two soldiers in Quebec, killing one.  The perpetrator was later killed by police.
